Union Home Minister Amit Shah chaired a crucial review meeting in Uttarakhand on Tuesday to evaluate the implementation of three newly introduced criminal laws. The meeting, attended by Chief Minister Pushkar Singh Dhami and other senior officials, focused on advancements in police operations, judicial processes, jail management, prosecution, and forensic capabilities.
Key Highlights of the Review Meeting
Focus on Civil Rights and Ease of Justice
Amit Shah emphasized that the new criminal laws, introduced under the leadership of Prime Minister Narendra Modi, are designed to safeguard civil rights and promote the 'ease of justice.' He urged the Uttarakhand government to accelerate the implementation of these laws, highlighting their citizen- and victim-centric nature.
Advancing Forensic Infrastructure
The Home Minister stressed the importance of integrating technology into law enforcement. He recommended deploying multiple forensic mobile vans in each district and dividing forensic teams into three categories—serious, normal, and very normal—based on case requirements. This classification aims to optimize resource utilization.
Enhancing Video Conferencing Protocols
Shah underscored the need for high-quality video conferencing facilities to streamline judicial and investigative processes. He suggested establishing a protocol for designated video conferencing locations and ensuring the installation of top-notch cameras at all required sites.
Monitoring Zero FIRs and Case Timelines
Regular monitoring of Zero FIR registrations and their outcomes was another area of focus. Shah called for consistent reviews to ensure effective transfer and resolution of FIRs. He advised the Chief Minister to oversee the progress of these laws every 15 days, while the Chief Secretary and Director General of Police (DGP) should conduct weekly reviews with relevant departments.
Timely Case Investigations
The Union Home Minister instructed the DGP of Uttarakhand to ensure that all Superintendents of Police complete investigations within the prescribed timelines. This directive aims to enhance accountability and speed up the delivery of justice.
Attendance of Key Officials
The meeting was attended by Union Home Secretary Govind Mohan, Uttarakhand Chief Secretary Radha Raturi, the state's DGP, and other senior officials from the Ministry of Home Affairs (MHA), Bureau of Police Research and Development (BPR&D), and National Crime Record Bureau (NCRB).
Conclusion
Amit Shah’s directives reflect the government’s commitment to modernizing the criminal justice system and ensuring effective law enforcement in Uttarakhand. By leveraging technology and streamlining processes, the state aims to set a benchmark in implementing these transformative laws.
