IT hardware companies including Apple, Acer, HP, and Dell, have reportedly appealed to the Indian government for an extension of the deadline to obtain licenses for laptops, PCs, tablets, and related items categorized under HSN code 8741. According to sources, these companies require additional time to set up production plants within India. As a result, the companies requested the government to increase the deadline by a year. The request comes after the Directorate General of Foreign Trade, operating under the Ministry of Commerce and Industry, mandated that PC original equipment manufacturers (OEMs) must secure licenses to import such products into the country.
A recent industry meeting reportedly highlighted the need for clarity regarding the licensing procedure. The proposed licensing requirement, aimed at promoting domestic manufacturing, has also garnered attention from Indian IT companies that rely on imports, particularly from China.
The move to restrict laptop and PC imports from foreign markets has led to concerns about potential disruptions in the supply chain. However, government officials have downplayed these concerns, assuring that assistance will be provided to ensure smooth import processes.
An industry executive told that the shipments en route were initially expected to be exempt, but a sudden halt in customs clearance from August 4 caught industry players off-guard. In addition to the licensing requirement, the government has been promoting production-linked incentives (PLI) for the IT hardware sector. The scheme's revised budget of Rs 17,000 crore reflects a commitment to bolstering domestic production capacity.
The government's decision to extend the licensing deadline to November indicates a willingness to address industry concerns and foster a conducive environment for domestic production growth.
